It's like education. You can say it's a priority, but the dollars and manpower tell the real story.
We have perennial teacher shortages, hundreds of unemployed education graduates, and bloated classrooms that are basically unteachable....yet the govn't claims that education is a priority.
No it's not.
If reducing crime is the mandate, then merely hoping for it to happen has an historical success rate of zero.

drug laws need to be changed, we can't have this many people in jail, that sort of police state atmosphere does not breed good citizenry

I'm all for the death penalty in a case like this. Taliban style.
Put him in an arena with the victims families. Those who want to kill him, can in in whatever way they see fit. Those who want to rehabilitate him, can have him next.
