Perks & How They Work

Perks will be divided up into 7 tiers, 5 perks in each tier so a total of 35 perks. Each perk has an assigned value and you have *up to 11 points to assign dependent on whether or not you're taking a secondary, lethal and tactical equipment. These are not final names or point values. This is just the most accurate list from all the information out there so far.
8pts for Perks | +1 for no secondary | +1 for no lethal | +1 for no tactical = 11
SPEED
Quickdraw - Faster aiming (1)
Sleight of Hand - Reload faster (2)
Agility - Increased movement speed (2)
Marathon - Unlimited sprint (2)
Stalker - Move faster while aiming down sights (2)
HANDLING
Strong Arm - Throw grenades further and decreases time to cook grenades (1)
On the Go - Reload while sprinting (2)
Reflex - Swap weapons and use equipment faster (2)
Steady Aim - Increased hip-fire accuracy (2)
Dexterity - Weapon readies faster after sprinting (2)
STEALTH
Takedown - Kill enemies without revealing their death skull (1)
Blind Eye - Undetectable by air support, Oracle systems and sentries (2)
Off the Grid - Immune to SATCOM and radar pings (2)
Dead Silence - Move quietly (2)
Cold Blooded - No red name when targeted (2)
AWARENESS
Recon - Explosive damage paints target on mini map (1)
Scavenger - Resupply from dead enemies (2)
Sitrep - Detect enemy equipment (2)
Awareness - Hear enemies easier (2)
Wiretap - Use enemy SATCOMS as your own (2)
RESISTANCE
Resilience - No fall damage (1)
Painkiller - Faster health regeneration (2)
Toughness - Less flinch when shot (2)
Tac Resist - Resistance to flash, stun and EMP affects (2)
Blast Shield - Increased explosives resistance
EQUIPMENT
Tac Reset - Extra tactical grenade (1)
Lethal +1 - Extra lethal grenade (2)
Fully Loaded - Start with max ammo capacity (2)
Extra attachment - Three attachments on primary (2)
Danger Close - Increased explosive damage (3)
ELITE
Gambler - Re-roll care packages (1)
Hardline - Earn killstreaks quicker (2)
Ping - When you kill an enemy, it will locate enemies on mini-map near the body (2)
Overkill - Choose two primary weapons (2)
Deadeye - Consecutive kills increase chance to deal more damage (5)

I can hear the pussy bitches already crying that deadeye is OP. Not sure if you will even need it since videos shows HC health.
