Crazy bitch huffing air duster VS. Otis

So last night when i was at work, we got dispatched to the drug store down the street from the station for an "overdose". we get there and i start asking around for who called 911. no one speaks up and we didnt see anyone on the floor or anything, so we were walking out to leave and an employee runs out and says she was the one who called. this 20 year old little blonde girl had been huffing air dusters in the store (air dusters are cans of compressed chemicals like butane/fluorocarbons) and she freaked out and was causing a disturbance. we found her at the register buying 4 cans of air duster.
i walk up to her and ask her what the deal was and she played dumb and said she didnt know what i was talking about. i looked at the cashier and said "you were really about to sell this stuff to her after you guys saw her huffing it in the store? are you stupid or something?" so we take the girl to the front and sit her down to "check her out". basically we were stalling to buy time for the cops to get there. our cops are lazy as shit and take FOREVER to respond to calls. we waited for about 15 minutes and they never showed up so we had to let her go. she told me her address and i told her that i knew exactly where that was and it was only a few blocks away. i told her to drive carefully and that we better not make her later tonight in a wreck.
so she leaves and we leave and we are pulling into the station and we get dispatched to a wreck at a location that is literally a block away from her house. i mean it hasnt even been 4 minutes. i told everyone else on the engine with me that i bet 50 bucks that its the woman we just made. sure enough we pull up and its her. she ran off the road and crashed through someones fence. i walked up to her and she says in an embarrassed tone "hiiiii." and i said "what did i tell you not 5 minutes ago?" "you told me not to get in a wreck." "ok and what did you just do?" "i got in a wreck..." and i told her that she was going to jail this time. the cops show up and she fails a field sobriety test and they arrest her.

Cops show up on first call none of that would of happened. She wouldnt been able to drive.
Can Firefighters/EMT administer sobriety tests? You should be allowed too.

police response is drastically different from fire department response. they are allowed to pick and choose which calls they respond to. when a 911 call comes in and it dictates a police response (either requested by caller or requested by fire department) the call gets dispatched and it floats around in the air until an officer decides to respond to it. that can be upwards of 20 minutes. ive waited on a freeway at a wreck for PD to show up for an hour and a half. when WE get dispatched on a call, we dont have a choice. if the call is in our territory, we HAVE to go and we HAVE to go now. if our response time is longer than 4 minutes, our dispatcher is on our ass calling us asking why we havent made location yet.
and no we cant give sobriety tests.

we cant detain people. they can file charges on us. same with being in someone's house. if they tell us to get out, we have to get out. we arent the cops.
